Cheryl Puhl and Kim Frank explained the audit to the council and discussed at length the audit’s report on internal controls.
The report on internal controls listed material weaknesses in the city’s practices, as identified by Virchow Krause & Company staff.
“The city has a lack of segregation of duties,” Puhl said. “There is nothing new or unusual about this.”
Puhl pointed out it is not uncommon for an office of three individuals to receive a comment noting a lack of segregation of duties.
“There’s only so much that we can do with a small staff,” Black River Falls City Clerk Bill Arndt said.
Puhl also noted that the city’s internal control documentation needs to be in writing.
“Hopefully next year part of this weakness will be removed,” she said.
Council member Randy Eddy told Puhl and Frank it might benefit the city’s staff if the material weaknesses were prioritized.
“Some of them because of the size of your staff you will not be able to address,” Puhl said.
Falls Taxi, Inc. contract
The Black River Falls City Council’s finance committee approved a contract with Falls Taxi, Inc.
The contract notes Falls Taxi, Inc. has operated a private taxi service in the City of Black River Falls for approximately 14 years.
The fare structure, which went into effect on Jan. 1, is as follows:
Hours of service will be as follows:
Service will be provided by a second taxi Monday through Saturdays from 8 a.m. until 6 p.m.
Commercial grade shredder
The finance committee also approved the purchase of a commercial grade shredder to be used at Black River Falls City Hall.
Arndt noted a commercial grade shredder costs approximately $545.
“We have a whole lot of stuff in the vault we would like to shred, but nobody would like to do it one or two sheets at a time,” Arndt said.
